Can I use a laptop modem to allow my iphone acess internet

Iphone 4S
Dell Inspiron, 15 3000 series. Windows 10.

I have a laptop which gives me good access to internet through a modem attached to a USB port.
I also have an iPhone 4s which cannot access internet satisfactorily (am in W. Africa). The Laptop connection is excellent. Is there anyway I can use this connection on my IPhone.

I seem to have run into a difficulty. Under Mobile Hotspot a message in red appears: 'We cant set up mobile hotspot because your PC doesn't have an Ethernet, Wi-Fi, or cellular data connection'.

Have followed instructions. The connection has shown up on my IPhone and I was asked for password which I entered and was accepted. I started the Virtual Router. However although my IPhone tells I am connected to the router via the laptop, when I search I am told I am not connected to the internet. There must be some settings on the IPhone that might be disabled which are necessary?

no, it must work.

Uninstall the program from control panel > programs and features, and Install other one and retest.

Excuse my quesction. Which program should I uninstall and which one should I reinstall.

I gave two links to both Virtual Router Manager and MyPublicWiFi, which one did you installed ? uninstall it and install another one.
