I don't think so. All Microsoft stuff (Office, Windows, File Explorer, Edge, Internet Explorer) open the way you left them last. If you set Full Screen when you use an app, it should stay that way.

I am sure that for everyone who uses Full Screen, there is another individual that does not. I keep looking for an app that Prevents Full Screen.

Create a shortcut to the folder or file and change this

Which application? The ones I mentioned behave properly without any special action.

I am not sure what is wrong with your system. All my Microsoft stuff opens Full Screen or Windowed the way I left it.

Uninstall Office, then run SFC /SCANNOW in an admin command prompt, restart and reinstall Office.

OR

Try this:  Make a new, test Windows User Profile (Account). Log into the new Windows Account and test.
