Whitelisted email still being block on Office365

We have a client who is running reports on a CRM but it keeps going going into the quarantine. Ive whitelisted the email sender, the subject and even released the email saying approve as a safe sender and still goes to quarantine. Anything suggestions to get this freed up please?
