Exchange 2013 Install

I'm planning install of Exchange 2013 Mailbox role only for just restoring backups. Our current servers are running CU13 so I'll install the same. I understand that CU's are full installs, so do I just need to download CU13, or do I need to install something else first?

No, just install from CU13 and you will be good to go.

Also, the 2013 Pre-reqs say to install this, but this is just for restoring tape backups, I don't think I need it:

I'd install all of pre-reqs.  I don't think the install will continue without them.  You can try it though.
