Office 365 distribution group owner add members instruction in Outlook and OWA.

I have created a O365 distribution group and grant an user who use OWA only owner right to that group.

How do that owner add group members in OWA?  

If I grant another owner right to another Outlook user, how does that Outlook user add members in the group?
