Exchange server Admin refuse to chnage the size of the current setting  . We want to know the best way of sending large file in a secure way to other parties

Depends on your definition of secure.  Do you consider a link to a shared OneDrive location secure?  What about SFTP?  What is the current MaxSendSize?

You can use multiparts archive with password:-) But It is a bad solution.  The best way is to save file to SFTP in your organization and send to other paties link and password. The password, link and time of live can be created automatically with Powershell scripts  or other software.

5 mb is the size . Any impact on the exchange server mail size increase to 10 mb ? or more  
please let me know the commercial products for SFTP

5mb is not from today standards, in companies nowadays we see limits up to 15mb.
When larger we use wetransfer. https://wetransfer.com

Offcourse sftp/ssh is more secure.
