TR 069 Server

Say, I am looking at a low cost TR 069 server that is simple to use, we have a whole lot of Huwaei LTE CPE B315 modems to manage.
1. Kindly recommend a cloud based TR 069 service that can be readily used for this purpose on a Pay as You Go basis. Does Amazon offer such a service?
2. A package that can be installed on a Windows server and that is simple to use and to maintain, low cost or Freeware.

Well there are:

LibreACS   https://sourceforge.net/projects/libreacs/
FreeACS    http://www.freeacs.com/

Most are Java or JavaScript based so should be able to run on Windows as well as a Unix platform.
GenieACS also has a clickable GUI.

Tx, but have you or anyone else used any of these and which do you prefer?
i am not  (a member of) an ISP. And i have bad experience with 2 ISP's that wanted strong central management of equipment.
IMHO they had a bad choice of equipment and the total central management made me require an extra firewall inside causing double NAT...
besides this there was no information about how to connect to those ISP's except through their modems...
Problems caused a.o.: breakins on Wifi because names were fixed and passwords derived from SSID's , hard to diagnose network problems

So i am not a huge fan of TR-069 in the way it is (mostly) used.
Needless to say i switched providers when i could..., this is not something that is put in the advertising... for me it is a deal breaker.
Say, I've tried the 3 links above and none seem to work on Windows - please can you find something - even a trial....
The last link assumes you have a running Tomcat server, (java deployment environment).
LibreACS wouldn't be my first choice as well.
The firstlink requires a working nodejs environment, none are ready to run Windows Executables.
(I didn't find those).
