Opening JPG Files in Windows 10

I am running Windows 10, and every time I try to open an image file (usually JPG) I get the following dialogue:


I always select "always use this program for opening files of this type", but I still get the dialogue whenever I try to open a file.  It's annoying.  Is there any way to have it automatically use the selected program without always having the dialogue box open?
