Take a look at this blog.  https://www.howtogeek.com/282214/what-is-the-system-volume-information-folder-and-can-i-delete-it/

There are some suggestions on reducing the size.  But do not delete it, or manually remove information from it.  Only use system tools.  Otherwise you could destabilize your system.

Windows stores important system data here, and you should leave the folder alone. Don’t attempt to change the permissions on the folder to delete it.
Enable Disk Cleanup on Server 2012 R2

https://social.technet.microsoft.com/wiki/contents/articles/15221.windows-server-2012-enabling-disk-cleanup-utility.aspx

and run disk cleanup. That should remove unnecessary files.

Also look at your paging file. Is it a reasonable size for your system?

Yes, I am expanding on your point which ultimately gives OP the best solution possible. I would not install Desktop Experience because it adds this

  • Windows Media Player
  • Desktop themes
  • Video for Windows (AVI support)
  • Windows SideShow
  • Windows Defender
  • Disk Cleanup
  • Sync Center
  • Sound Recorder
  • Character Map
  • Snipping Tool

Installing cleanmgr worked that too without installing desktop experience feature.
Thanks for the update.
