SSRS 2016 report not exporting latest data with exporting to Excel

Bug. When exporting to Excel the SSRS report, the data exported is the first retrieved in the page.
What it means is if you run the report with certain criteria (C1), you see the result set and you export it to Excel,
then you change the criteria (C2), run the report again (i.e. you hit the View Report button which changes the on screen data)
 - then export the new results to Excel, in Excel you get the result set for C1, not for C2.

Ie the screen shows C2 data but the Excel export is C1 data
It has the appearance of caching data
There is a workaround of closing the page and re-opening, but it's still a bug.

This is a production issue and yes the processing data is always running with the most recent data. I seems to have been reproduced a couple times but not consistently. The Report Viewer would have always the latest data but the Export to Excel would not.  We have SQL Server 2014, Using Visual Studio 2015 as a BI environment, so the report are in the 2016 RDL language but we set the project target to SQL Server 2014. In the web application we are using ReportViewer 11.0, even though it seems to come with ReportViewer 12.0.
 I didn't know if there was some internal viewstate caching issues going on.
