cannot ping from one AZure instance to another

I am attempting to ping the internal interface on my Ubuntu 16  on Azure but cannot . do these need to be in the same resource group or something ?

what firewall rules do I need for azure

firewalls are turned off on both the linux and windows server

Ping is disabled typically in Azure...

thanks , this gives me a clearer picture as I know now I can get to the AZURE public IP and not the AZURE Private IP , so that is another issue and I will open another question on it , I think it has something to do with creating a cloud service
