I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

You need to restart IIS and then check the problem is resolved

If the method above don't work then try below

The problem is not with IIS, the server is not seeing the active servers i have tried to repair the public folder but it says there are not active servers

i even navigated them on the ADSI and i couldn't find both database servers

You are right it has nothing to do with IIS.
Can you say if JRF PF is/was a valid database?

Check to see what AD expects goto ADSIEdit.
Under Services --> Microsoft Exchange --> Exchange Org Name --> Administrative Groups --> Exchange Administrative Group --> Databases
If JRF PF is not valid you need to remove its entry here.

it is a valid database, however public folder problem shouldn't effect Microsoft information store service  both are not operational however i tried to repair the public folder it says no active mailbox server is available

It says no active mailbox server because there is a conflict between AD and exchange, did you compare in adsiedit?

Oh, Yes that can avoid information store services from starting.
