what version of Outlook are you running.  It maybe the 20GB limit issue.  There is a registry hack that you can apply that will increase the max size to 50 GB.
Once you have this setting applied try to open the PST without doing the PSTSCAN.

As you are unable to scan or fix .pst file you can refer to the two steps mentioned below:
1. Use Scanpst.exe (Inbox repair tool)
2. Recreate Outlook Profile

Using Inbox Repair Tool
To Scan your .pst file you can use the inbuilt feature of Outlook i.e Scanpst.exe method to scan your pst file. You can refer to the below mentioned link to scan your PST file manually.
The following link mentioned has the step by step guide which will let you repair your pst file easily, you can also refer to the screenshots for better understanding of the method.

Recreating Outlook Profile
You can also recreate your profile in Outlook to fix your .pst file. You can refer the following blog:

Note: The above manual method has a file size limitation.
If you are unable to scan your PST file with large file size through the above manual method you can try this tool, which can easily repair & scan corrupt PST file.

 Your file size is too big it cannot be scanned and resolved through ScanPST. exe. I still would like to suggest you try manual method once again.
Check out this blog to repair your PST files with SCanPST.exe. Though chances are less but who knows at least give a try.
If could not do with the manual trick then you to go for some PST recovery Tool. No doubt there are lots of entrusted vendors. It's you who have to decide we can just suggest you.  Try the free version of all the software you have short-listed then only for final purchase.
As far as my experience I would suggest you PST file repair Tool. If you are not still sure you can give a try to this utility.

First, the Microsoft offical tool scanpst, also called Inbox Repair Tool, can repair the PST file, you can refer the following articles:

Second, as you have tried that scanpst doesn't work ,  there are many third-party Outlook recovery tools you can try. Nearly all these tools provide a free trial so you can try first to see if a tool works before purchase it.
