Visio services are not installed as it's foundation version of SharePoint. Oddly SharePoint 2010 which I migrated from was foundation as well so visio services weren’t included either and was working fine. I tried many PC's and many web browsers, I tried on PC which can open visio files on SharePoint 2010, I tried Visio Viewer 2013 and 2016. But I noticed that visio files are old format *.vsd files. I will try to upload more recent version of visio files and will check if problem still persist.<br />
