Did you get any MMC related errors to pop up when you originally opened the services console?

No. BUT I removed IE and I could not open any MMC I was not able to install IE so I did a workaround on HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer I created a string entry (REG_SZ) with the name Version and the value 6.00.0000 so I could open MMC

Try running the following command from an Administrative command prompt:
Check to see if jscript.dll is in your %SystemRoot%\System32 (%SystemRoot%\SysWOW64 for 64-bit Server 2008) directory? If not, try to repair/reinstall the Windows Script Host by using the wsh.inf; this should be located in %SystemRoot%\inf (inf is a hidden folder).

Is it ok if I copy from a different server the dll? since wsh.inf also does not show
I copied and registered successful. but still not showing and services (maybe need to register %SystemRoot%\SysWOW64 for 64-bit or maybe a restart, please advice)

Something is corrupted in the OS. Probing questions:
What version of Windows Server 2008 are you using? Bit Level? Service Pack Level?
Why did you uninstall IE?
What error did you get when you tried to reinstall IE?
Do any other strange things happen during the normal course of using the desktop? During boot up?
What roles does this server have installed?
Do you have a recent backup?

Error I get when I tried to reinstall IE, at the end of the installation when it says starting programs I get the following error No strange things during the normal course of using the desktop or during boot up, but error msg no iertutil.dll found I already passed it, but when trying to register it I get the following msg Roles DHCP, DNS, File/disk storage management, Group policy management.
Have a backup but this issue is going back a few weeks

That was going to be my next question, but it appears as if in most of the cases I have researched sfc /scannow does not resolve the issue. It wouldn't hurt to run it though. Just be prepared for this problem to continue.
I am still researching the issue though, let us know how the scan turns out.
See if you have a dllcache folder under %WINDIR%\System32 (may be hidden and you might have to ensure the you have the 'Hide protected operating system files (recommended)' File/View option unchecked). Inside see if you can locate this file (as well as the jscript.dll file). If you can try to restore these files to System32 and reregister them.

I don't see dllcache under %WINDIR%\System32 but I looked in a new installed server 2008 and did not see it the neither. (Nothing is hidden)
