You have to use the /update switch with w32tm to apply changes made when switching your time server. So
w32tm /config /syncfromflags:manual /manualpeerlist:"time.wi
ndows.com" /update

is what you need to run (Don't ask me why they decided to require the /update switch...I have no idea, and I think it's dumb that you need it, but that's how it is).
