SQL Server 2008 R2 service pack updates

I'm trying to run the updates on a client PC that uses the Integrations Services portion of SQL Server 2008 R2.  I've tried using Windows update as well as manually downloading and installing them.  Each time I get the cryptic error pasted below.  

SQL Server Setup has encountered the following error:

Could not find any resources appropriate for the specified culture or the neutral culture.  Make sure "Errors.resources" was correctly embedded or linked into assembly "Microsoft.SqlServer.Discovery" at compile time, or that all the satellite assemblies required are loadable and fully signed..


Any ideas what is causing it?
