I am in planning stage of migrating from exchange 2007 to exchange 2013

I see below blog

I want to get all OWA INFO FROM EXCHANGE 2007 AND WHERE DO I need to set these commands on exchange 2007 or exchange 2013

I know we need to set up legacy urls' and also url for exchange 2013 but where should I run these command?

How w will plan for digital certificates for exchange 2007 and exchange 2013
