unable to add roles to fresh install of Win 2016 Essentials because the server require a restart in a loop

Dears,
I just installed a Win 2016 Essentials, performed the updates correctly, set up the DC and DNS and then when I tried after a reboot to add the DHCP role, I got the message "the operation cannot be completed because the server that you specified requires a restart"
I tried to restart the server several times but the message doesn't change :-(
All the updates are installed and the server is activated.
Any idea how to solve this ? A single server without DHCP is not really useful...

Thanks for your help.
It was already present in the local policy. I just added it in the domain policy because it wasn't there, did a gpupdate /force and a restart to be sure.
When I tried to add NT SERVICE\MSSQL$MICROSOFT##WID the system didn't know it.
After reboot, I tried to add the DHCP but it still didn't work as you cas nee in the picture.

Any idea ?

I might have an idea when I take a closer look at the logs. It may be possible that a Windows 2016 dosen't allow the installation of the DHCP server role when it detect an active DHCP (the dhcp of the gateway in my case).
Could it be that ?
I tried to install BITS to check and the BITS install completed successfully...

Does the following registry key exist on the server:


"HKLM\System\CurrentControlSet\Control\Session Manager\PendingFileRenameOperations

IF so and the value is 1 backup the key and change it to 0
