Hello Pramod1,
I would like to suggest you to try third party application to recover purged items you can get entire purged items recovered and these will be highlighted into RED color you can try from softwareimperial ost recovery program we had license version in our organization earlier and they provided us the tech version to recover all permanent deleted emails and even folders.
Not sure in your case but i can recommend you to go once and consult with their live support experts they can answer you on live mode free of cost and suggest you what to do and what to perform,

but will cost to download
Mfcmapi can do it but same way as recover in outlook. Same with EWS editor ( both from codeplex )
Yes, retention is standard 14 days but could be longer in your case.
If not backup is the only way to go.
Cheers

and you have this other mailbox attached to your outlook?
EWS editor is more simple since it connects to exchange.

I am just testing on my outlook on my machine
You need the tutorials, there is a big difference with cached and non cached mode.
Also you need to have to run outlook so the session can be found.

can you please explain the difference:
on mailbox database properties I see keep deleted items for 14days(so exchange will keep deleted items for 14 days and then purge it )
whereas under managed default folders tab which is under org. configuration- I see deleted items- delete email objects-761 days -managed content settings.(what is this setting for?)

If you keep exchange backups for this period it is a way to recover that mailbox.
Another way is to logon to a system as the other user, open outlook.
Select deleted items and click on the button recover deleted items.
