How can I setup my remote users workstations to automatically connect to the vpn when they login, if the machine doesn't find a domain server?

Two thoughts:
(a) You have to have a server for VPN to log onto. No server, no logon.
(b) Use hardware VPN (VPN router) and then you will always have a server. Then VPN can be automatic. This will be IPsec VPN.

The VPN server is always available. What we are trying to make seamless is when users are outside of our domain and they login to their machine then VPN the drive mappings sometimes will not function correctly. We are want the login to look for a domain authentication if none then start the VPN connection for domain authentication.

If you setup VPN connection then option to log on through VPN is going to be available in log on screen
