Aplication cannot access server

I have a client PC in Windows 10 that needs access to our server and when I try to ope the client install this is what I get (see attached).

This error is happening with only one user profile in this PC. I can log in just fine using my profile.

Does the application (Abra) store database connection information (connection string or ODBC configuration) as a user-specific value in the registry?

I believe this has more to do with the application configuration rather than SQL Server itself.

I found that the client shortcut will work only if I run it as administrator on this PC, however this is a limited user, is there a way I can make this application run as admin without having to add the user to local admin group?

i guess the easier and more proper way is to ask the Administrator to grant you proper permission for your application's execution.
