after migrate the Domain from 2003 to 2012 R2, folder permission is denied

hi,

I have successfully migrated the Domain from Server 2003 to 2012 R2, everything seems OK, only when I try to setup the folder access right, no matter what access right I setup for the end user, it always said:you need permission to perform this action. even I am administrator, still no luck, I have change the folder to everyone full access right, but still show this msg box, any idea?
