received email with incorrect time (exchange 2007)

I have outlook 2013 connected to exchange server 2007 (installed on multiple windows server 2008),
after daylight saving changes, outlook starts to give incorrect time in received emails,
I search about it and find out that it is exchange server fault,
even after correct time zone on exchange severs (install update to correct daylight saving time), the problem is still.
my question:
is there a place to change time zone inside exchange server?
