customizing windows 10 taskbar and startmenu

Hello

I am working on windows 10 image where we have to customize start menu and taskbar. I created an xml which works great for start menu. But I tried to add taskbar it wont work.
Please find attached working start menu
I kept this xml in my c drive, and local policy is set to take this xml.
I tried adding some thing like below for taskbar
