Bringing new domain controller online. Testing part

So dont ask but my company is strange about testing. We want to bring a new 2012 DC online Its already been testing in a test environment. But they wanted to test it in production. So they want to bring it online after hours and test then shut it down until it gets approved through our change control board. Instead of shutting it down completely, I was thinking of just turning off the netlogon services and enabling it when it is approved. I wanted to keep it on because its a whole process to get someone at our data center to turn it on. Do you guys see an issue either way?
