Exchange 2016 setup question - what is most important

Hi,
I am setting up an Exchange 2016 server.
We are hosting the servers at a server company and can only afford 3 servers.
I would prefer 4 servers (2 AD server, 2 Exch Server).
Given a three server scenario, which of the 4 servers above would be 'safer' to  not have? A second Exchange server to run a DAG or a second AD server?
Virtualization isn't an option.
We have about 500 users.
We are migrating from Exchange 2010. In this scenario, we have two server and each is running Exchange and AD -- a possible, but not ideal situation.

I'm not looking for creative ways to 'get' another server. I'm trying to figure out what is the lesser risk, getting rid of a second Exchange server OR getting rid of a second AD server?

Thanks for the reply. I was also thinking along the same lines as you were.

I'm also wondering which of the two (if it can be quantified)  has a higher or more frequent likelihood of failure/corruption.
Anyone else have any opinions about this?

Thanks for the reply Mahesh.
These servers are being hosted at a server company. I can't just connect a desktop AD to this network. At least I don't think I can. That's a good suggestion though. If I can connect to their network with my own in house server I can use that as a backup AD server.
