Localhost remoteapp hosting on Window 7, 8.1, and 10 Enterprise+?

Is it possible to host (and acesss) a remoteapp on localhost (from localhost) with the above OSes?  There is a workaround for WindowsXP (https://www.mydigitallife.info/workaround-for-remote-desktop-client-to-connect-to-localhost-local-terminal-server-service/) but the same workarounds in Windows 8.1 Enterprise results in the error "The number of connections to this computer is limited and all connections are in use right now.  Try connecting later or contact your administrator."

I looking to host a remoteapp for the same user (vs. a different user) so that when that user logs in remotely, it will be the same instance as when the application is run locally?  Is there any solution?

Remote App is a server product, so it cannot be done

Remoteapp hosting is not a server only product so the above answer is wrong.  Remoteapps can be hosted on Windows XP, 7, 8, 10.

While I realize there may be no solution to my original request, it would be great if there was a workaround so I re-ask the initial question.   My question is not related to the hosting itself but rather setting up a remoteapp so that the same instance can be accessed regardless of whether it is used via the console or remotely via the same user.
No comment has been added to this question in more than 21 days, so it is now classified as abandoned.
