activating evaluation windows 2016 to windows standard hung at 10%

I have an evaluation version of 2016
not have got the license
I am trying to activate the windows by using the following command from the cmd
DISM /online /Set-Edition:ServerStandard /ProductKey:xxxxx-xxxx-xxxx-xxxx-xxx /AcceptEula

Now it has been stuck at 10% for 4 hours  with the following message:
Deployment Image Servicing and Management tool
Version: 10.0.14393.0

Image Version: 10.0.14393.0

Starting to update components...
Starting to install product key...
Finished installing product key.

Removing package Microsoft-Windows-ServerStandardEvalEdition~31bf3856ad364e35~amd64~~10.0.14393.0
[=====                      10.0%                          ]

WHat I need to do?

I have tried forcible rebooting the server & again the same.

Another virtual machine activated quickly using above steps only.

What do you get, when you run these commands?

DISM /online /Get-CurrentEdition
DISM /online /Get-TargetEditions
 DISM /online /Set-Edition:<edition ID> /ProductKey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX /AcceptEula

IS the Firewall enabled? If So, is the Key Management Service allowed to allow access?
Within the same firewall I have activated another virtual server (2016) hosted on the same physical machine.
