Exchange 2013 - Outlook 2013 clients lagging

Several end-users are complaining about their Outlook lagging when not in cached mode. Just scrolling through the emails it hesitates, or sending an email. How can I troubleshoot if from the Exchange side? Not sure if it's an Exchange issue, it may be network related.
