Office 365 Resource Permissions

Is it possible to set permissions for individuals so they can modify Room Resources from Outlook Calendars?  Either to delete bookings by other users or create bookings on behalf of others directly from the calendar without sending a meeting invite to the email associated with the room resource?

Yes, simply add them as Room delegates. Or give explicit permissions on the Calendar folder of the room mailbox. Here's an example:

Add-MailboxFolderPermission room:\Calendar -User -AccessRights Owner

Be careful when creating meeting directly though, it will bypass the checks for duplicate entries and such.
