.NET Framework 3.5 for Windows 10

Trying to turn on in new Windows 10 computers but it errors with Windows could not complete the request. I also tried installing it from Microsoft.com and same error. I need 3.5 so I can install our anti-malware s.w.
We do have a WSUS on the LAN but I don't think it handles Windows Features. Attached is a PDF to help explain what I'm trying to enable:

https://technet.microsoft.com/de-de/library/dn482069.aspx tells you how to do it offline - that works anywhere. You only need to supply the contents of a win10 setup disk on a share.

I got it to enable, I had to remove the computer from the Domain enable and rejoin Domain.
I do not have any policy that would stop this. This only happens in 10, Windows 7 and 8 are ok

Are you running WSUS? It interferes with features-on-demand and would explain the different behaviors between OS versions as well as it working when off the domain. You have to plan features -on-demand carefully when WSUS is involved.

Still the command I linked does work with WSUS and domain joined.

I suspect it's WSUS, it has billions of features, I guess I comb through them
