noaccess.rat not found

This link has been referenced a bunch and old as the hills

but its basically what I am looking for BUT I'm testing on a Win7/IE9 and a Server 2008R2/IE9 and not getting anywhere
Instructions are simple - great. I get to the point where I look for the noaccess.rat in the C:\Windows\System32 folder and when broswing to into System32 - I only have the stock .rat files to choose - not the new noaccess.rat (which I can see in Windows Explorer (without a txt ext - it is a .rat and same permissions that the other .rat files have that can be seen)

Is it just an old trick that won't work with newer OS/IE?

Coralon is right - I needed it there (C:\Windows\SysWow64) but the process still didn't seem to hold water - thanks for the suggestions though.
