Verizon FIOS - Headset for telephone

If a home user subscribes to FIOS, do they need to purchase new phone equipment for the apartment (i.e. answering device, headset, conference phone, etc.)

No, but wiring may be an issue.  POTS "plain old telephone service" generally enters a building at a telephone company box.  There is no telling what the phone company left connected to their side of the box, so that box should be disconnected from the house's phone wiring before the Verizon phone interface is connected.  Once that is done, the Verizon interface can be plugged onto the house's phone wiring at any convenient phone outlet.

Note that if you live in an apartment building, it may be difficult to impossible to get at the pairs serving your apartment and confirm that they are no longer connected to the phone company lines.

Often, check with verizon, they might terminate at the dmarc utilizing the wires in the house for the phones, while providing another coax feed through which your internet/tv subscription if any will work.
You could use your existing phones.
