Need SSIS project

We are in an upgrade project from SQL 2005 to  2016.  

I am running SQL Sever 2005 and 2008 and managing with SSMS 2016, we have Visual Studio 2013 Ultimate.

We want to do SSIS projects.  Should we be installing it on VS, SQL ??  What packages? Is there nuget?  we ran SSDTSetup and can see posible projects in SSMS but can create we get an error Microsoft.SqlServer.management.sdk.sfc failed with Class Not Registered

Any thoughts?
