Filename to Log

I have a camera that monitors when a person stands in an area. The camera sends the jpeg to a FTP server. It only writes the jpeg.

The file name of that jpeg looks like this. 192.168.0.11_01_20170418143511403_INTRUSION_DETECTION

I broke down the file name to IPAddress_Version_YYYYMMDDHHMMSSMSS_CAMERA_ANALYTIC.

I am working on a proof of concept and want a script to run that writes this information to a log file. I can even use an application like a file monitor that when it sees a new jpeg, it runs a batch, or powershell file.

Can someone write me a script that I can run that removes the IP address & Version, and Formats the date and time with at least commas and removes the milliseconds? Also, would love to see the Camera Analytic in the front. I would like this to be in a text or xml format that is appended. the log location can be c:\temp\log.txt

Here is an example

c:\temp\log.txt
INTRUSIONDETECTION_YYYY,MM,DD,HH,MM,SS
