Delay delivery in Exchange (server side)

As we move more and more towards protecting staff’s out of office hours’ time I've been asked to look at deliberately queuing email so that it only gets delivered during set hours.

With that in mind is it possible to set rules server side to deal with incoming/outgoing emails?

I know it can be achieved through Outlook (client side rules) and the inelegant way of stopping and starting of the transport service but ideally I’d like to achieve the following:

Queue email (both incoming and outgoing) at set times (e.g. evenings, weekends, holidays)

Scenario: Somebody emails employee at 11.30pm – automatic reply saying mail has been queued and will be delivered at 7am following day

Also we’d like to protect staff who are away on Christmas holidays from having to deal with a backlog of email for the first few days of their return by notifying the sender with an automatic reply that the mail has not been delivered and should either be resent once the holidays are over or they can instead email a separate email address i.e. info@
