How to support a click on a menu with sub items when a web page is viewed on a smartphone internet browser.

How can I make this navigation menu (lime-green colored at the top of the page) function both on a laptop browser using a standard mouse as well as on a smartphone internet browser, such that on a smartphone you can click on a menu and select sub items from the menu?

In other words...in Windows 10 on Chrome you can hover over a menu and it will drop down (this part works), and then you can mouse-over the sub items and then click them to navigate to that page.  But on a smartphone, obviously you cannot "HOVER" you can only click with your finger.  I need the same page to function in both settings.
