Install OSX 10.7 or above on iMac with new Hard drive

I have a clients iMac which looks like it originally cane with osx 10.7

The hard drive is faulty and i have been trying to install osx via Internet recovery.

Whenever i get to the step to login with the itunes account after entering the correct details it comes up saying:

This item is temporarily unavailable . Try again later.

I have tried clicking the Get Help Online solution where you then login to icloud website to register the device on that account but it does not resolve it.

Can anyone advise how I can install a new osx on this iMac with the new replacement hard drive?

I would prefer not using torrents as i want to make sure it is legitimate software.

Were you connected to the internet during the attempt to install it?
The original drive would not boot from the Recovery Disk (COMMAND+R at startup)?
The replacement drive is installed and partitioned GUID and formatted HFS+ (Journaled)?
The iMac connected with known good ethernet cable?
If started with "D" key down does it load and run Apple Hardware Test from internet?
Do you have access to another Mac? Or a bootable OSX external drive?
https://icloud.com  does not recognize the user and password given by the user?
Is there an iphone involved that can connect to App.Store?
Could your user be mistaken and never had an Apple ID account?

Serialband: yes connected via ethernet cable.  It goes through full interner recovery screen. Takes about 15 -20 minutes to download.  So i am preusming it has full internet access.

I have also attempted the get help online, gone to icloud.com and logged in under their icloud/itunes account.  

Not sure what to do once logged in. Ifanything needs to be done.

Not an expert on all things Apple.  Mainly Windows driven techie.
Davidanders on old drive at normal startup it just shuts down about 15 seconds into bootup.  Run disk utilities and it states disk cannot be repaired.  Swapped out RAM.  Same issue. Will double check drive partition.  Good etherne cable attached.

Will also try "D" startup.

 I can login into icloud using get help online function.   Do I need to do anything in particular once logged in or should it just add this device to the icloud account then allow install??
If it starts up from ORIGINAL??? hard drive internal (NOT the replacement drive)
Hold SHIFT key down at powerup (Safe Mode) can you open Disk Utility (Utilities folder in Applications folder) and run Verify Drive (you can not run Repair Drive on the boot drive.
Do you have another Mac to help diagnose?  (Target Disk Mode - T key down at powerup)
Does is startup in Single User Mode (COMMAND+S  at powerup) will display white text on black background....
Is there a way to legitimately download the osx install software onto USB?  Then boot from USB and install?
Also i have installed a 2TB hard drive into the computer but the original drive was a 1TB.  Could that be an issue??
Davidanders as in original post hard drive is faulty.  Thus does not boot.
