How to fix hotmail.co.uk email isn't syncing 100% using MS Outlook?

Dear EE experts,

We have this case from our boss, he has 2 email setup on his MS Outlook 2010. One is the company email (using POP3 setup), and the other one is his hotmail.co.uk email (using IMAP).
From his hotmail email, some of the months emails weren't downloaded. One example is the email that he received 2 days ago, from web, using outlook.com he saw 3-4 emails in his inbox, but when he checked it from his MS Outlook, he only received 1 email. Even the status keep on showing "Email syncing..." then after around 2 min, it will be gone and stop syncing, still the same, some months are still not present from his MS Outllok (but present from web), 3-4 emails 2 days ago are still not downloaded...

Kindly advise what is the problem and hope to hear from anyone soon...

Check always by adding another profile, and adding hotmail again. See if it's synched now. If it's working, in the old profile, remove hotmail and add it again.
If it's exactly the same, also please check if you didn't enable some sort of conversation view, whereby you _think_ the message isn't downloaded, but in fact it is, just under the conversation view (doesn't apply to totally new emails with different subjects though, only if it's a reply or forward on some other email).

Actually, our boss laptop is a new machine, and I even setup my hotmail email  on that machine, with my email, everything's fine. But when we setup his email (hotmail.co.uk), problem still persist. We thought it's because of his old machine, but with his new laptop, it's still the same...

you should be using the outlook.com connector and not imap
We did that already, but it's not working as well. We don't know what's wrong or is it because it's hotmail.co.uk and not hotmail.com

Use POP3 (if the problem is really in the main inbox). Get all your email, delete all your email online.

Check if IMAP is syncing properly now. If it does, try to restore some (but hopefully not all! Just a few months of the newer ones) from the saved POP3 messages.
If still not, remove mails from the subfolders as well (move to local PST file so you have a backup). Keep doing it until the whole mailbox is cleaned out.
If it still doesn't work, throw computer out of the window (thanks MS! It was a free email account though!)

Still the same... syncing problem...
POP3 downloads, it doesn't sync. Did you download ALL messages, then DELETE everything through the OWA?

Need a screenshot where the error is hiding the info. Then also another screenshot when you press "More settings...", then last tab.
Well you sent out an email already, that's at least something.
Please try again AFTER you disabled all your security software (bitdefender etc etc). If that works, we need to set up an exclusion rule.
Actually, after my screenshot and after I send a reply to you, it errors again, then I test it again, both errors then sent success, then error...
but anyway, I'll do what you advised... wait for my feedback from the test... :)
I turned-off everything (firewall, antivirus), but the error still persist with the Incoming... Same error result, as I sent earlier...
Are ALL Office updates installed (part of monthly Windows Updates?). If so, there's not much else to do, I think it's still probably an Outlook problem. To test that, use Thunderbird and setup the POP account again using the same info (leave all mail at the server first). After you tested this, we'll move along again, one step at a time.
Ok, will download and install that Thunderbird first...
Followed what you advised, use Thunderbird program, here's the result, please see the attached screenshot.

Wow talk about troublesome. Totally doesn't follow any logic (when no a normal computer with a normal connection). Are you in full control over the whole network? This is so weird, that I would say, there's another firewall somewhere blocking things (not the one your PC, a hardware appliance maybe).
I understand what you mean, but I don't think there would be, because I need to test my email first in regards to our boss' email... Before, when Windows Live is still working, I can setup and use that program, but now can't because it's not supported my MS anymore...
Try this finally, to backup your emails that are still on the server: http://www.mailstore.com/en/mailstore-home-email-archiving.aspx
Install, go to archive, fill in all MS account settings again. See if it archives all your items.

IF IT DOESN'T WORK:

I'm left with nothing but a VERY drastic measure, that may not even solve this problem (as we are in a guessing game now, without official MS support).

OWA: delete ALL and EVERYTHING (right mouse click every folder, choose Empty Folder).

Outlook, sync, hopefully, no more errors.

Obviously, you LOOSE ALL YOUR EMAILS, but all our attempts to save it have failed.

If it still doesn't sync properly, you REALLY NEED an MS technician to solve it.

You used POP3 as the method, then you filled in  the imap server address.
Try again, now select POP3-SSL, then fill in the pop mail server address .

I'm not sure if Microsoft still allow to setup hotmail emails into local programs, or they're blocking now...

Even though we didn't resolve this problem, we're open to give you points with Grade A... Just to be fair with you, we know that you did your best, but I guess Microsoft blocked some connection already and you can't setup any hotmail email to any local progams anymore...
