Unable to Send As mailbox user - Office 365

Hi All,

I have a two mailbox users.  User A is located in Office 365 and User B is located on premise.

I am trying to grant User A permission to 'SendAs' User B but it is only trying to 'Send on behalf'.  I want to be able to send an email as the other user and not on behalf.

I can confirm that i have correctly applied the 'SendAs' permission on  User B's account as well as Full Permission.  I have also waitied over 1 hour for replication to occur.

Only once i have assigned the 'Send on behalf' permission, does it successfully send an email, however, it shows as 'on behalf of' and i dont want that.  I only was the recipient to see the name of the mailbox i am trying to 'sendas'

User A is using Office 2016 click to run verison
User B is located on Exchange 2010 server

In the new email message in Outlook, click From, and then click Other Email Address.

In the Send From Other E-mail Address window, click From, change the address book to the global address list (GAL), and then select the user to whose mailbox you were granted Send As permissions.
