Website stopped connecting with database server and thrown error ORCL-12542 TNS address already in Use

Hi I am using vb.net website and database as oracle, I was using my website and was using CSV upload tool, However my CSV file was very big, So after sometimes(15min) when I did not get CSV upload successful message then I again tried again to use same upload tool once more and still nothing happened, Then i noticed that other people got issues in accessing my website,They were getting this error when they tried to login ORCL-12542 TNS address already in Use .
       I am not sure why this happened, However I had to restart server then database started connecting,this is unusual error which happened first time, Please tell me what may be cause for this and how I can fix this type of problem,
