Sending a single email to multiple domains

Hi,

I am looking for a way to block certain users from having the ability to send a single email that includes a certain number of domains in the "To:" field.  I am not really sure what we want that number to be, maybe a single email being sent to 10 different domains - something stops it and either rejects it, or stops it and holds it for approval from a designated administrator.

The goal is to avoid the following scenario:

A user named Joe is supposed to email 100 of our clients, a generic message, although when composing the message, Joe didn't realize he put everyone in the "To:" field.  He sends the message, therefore everyones email address is listed.  We would like for this email to either be denied to send, or to email an administrator to approve it.  I'm even OK if it happens to block over a certain number of domains in the CC or BCC field.

We are using Exchange 2013, Outlook 2013, and even 3rd party programs would be acceptable.

Do you mean an Everyone distribution group or every user directly added?

It was actually added email addresses to external recipients.  It's not to prevent internal email, just external email that is sent to more than xx domains.  Does this make sense?
For such type of emailing, I wonder why would you use mail clients. You should go for newsletters systems or applications like mumara. The technology of such applications is considering every recipient individually and sending the same content to every person in the contact list separately. It also helps you in tracking your emails and notifying admins etc.
Exactly, I do not want to allow people to send to anymore than (let's say) 20 external domain recipients. I want to make sure they use a 3rd party to send this kinds of emails.
