remote desktop user rights

I have ran a winaudit report over a server which seems to show non-default settings on the user rights assignment which allows users to remote desktop onto the server. But then the group policy settings seem to show remote desktop settings are more locked down. I need to determine which (the local settings) or the GPO's dictate the controls. What other commands or processes could be run on the windows server (2008 R2) to determine what policies are actually in place in relation to user rights assignments?

I ran rsop.msc, and navigated to windows settings > security settings > local policies > user rights assignment. It does show a source GPO and the computer setting, is it relevant that in the policy column, there is a red cross symbol on only that policy?
