did you contact the software vendor ?

there could be as version check inside the app, which negates running on an other version
This site lists the "usual suspects" for this error message: http://www.thewindowsclub.com/this-app-cant-run-on-your-pc

I can not find any Publisher Details from the properties of the Executable file and there is no details to reach the source of the Executable File.

Now what can be done ???
My link has 7 potential causes and workarounds for those - were all tried? Some are surely possible to try.

Create a new local user account with admin rights, switch into it and test the program.
Is it a 16 bit app running on a 64 bit OS, or a 64 bit app running ona  32 bit OS?

Niether of those options will work. 16, 32 and 64 applications all exist, as do 32 and 64 versions of Windows 7 and 10.
Another possibility (happens to me) is that the application is simply not compatible with Windows 8 and beyond and so the application needs to be upgraded. As suggested above, contact the software manufacturer for a new version.
maybe it helps if you post the name of the file you try to run - then we can look for specific info
try this and see if it fixes...

Disable SmartScreen

SmartScreen is a built-in Windows 10 feature designed to protect your from phishing attacks and malware. According to the reports, this feature can sometimes cause “This app can’t run on your PC” error, so it might be best that we disable it. To disable SmartScreen do the following:

Press Windows Key + S and enter smart screen. Choose Change SmartScreen settings from the list of results.
smart-screen
Go to Security section and locate Windows SmartScreen.
Click Change settings and select Do not do anything (turn off Windows SmartScreen). Click OK to save changes.
Tried all the ways as mentioned but non is working to get the program working on Windows 8.1. Probably without getting to the publisher we will not be able to find any solution. The name of the file is ILLUSION,EXE
go to

https://www.virustotal.com/

upload the file and share the result...
that is a gimp plugin
here a site that explains the errors (scroll down a bit)  http://www.processlibrary.com/en/directory/files/illusion/3471/

Thanks everyone for trying to solve the problem...Closing the Question accepting the fact that the Application simply can not be made run on Windows 8.1.
Thank you for following up.
Asha, for the next time: select all solutions that were helpful. One cannot say "not compatible" out of the blue, there were steps done to decide this - and these should have been considered helpful.
