Unable to Get RDP Certificate via Template

I have a few systems in our enterprise  that are unable to get an RDP template based certificate.  One  system is a 2008R2 server and it has the following errors in the event logs. The systems firewall is disabled and other systems on the LAN are able to get certificates.

13 Error            Certificate enrollment for Local system failed to enroll for a RDP certificate with request ID N/A from XXXX.Server  (The RPC server is unavailable.   0x800706ba (WIN32: 1722)).
1064 Error            The terminal server cannot install a new template-based certificate to be used for Transport Layer Security (TLS) 1.0\Secure Sockets Layer (SSL) authentication and encryption. The following error occured:  The RPC server is unavailable.

Any help troubleshooting would be appreciated.

When you say ping, are you referring to traditional ping or certutil type ping or something else?
Just traditional ping from CMD or terminal

Ping seems to always work and the issue occurs at random times.

Good suggestions, but none of these suggestions fixed the issue.  Still occurring.
