Best IT Setup

Dears,

I am to setup a new office network (1 Server + 5 stations) for new company that is in the CAD business.

They are very much security oriented and their requirements are quite strict.

What is the best way to have a closed down environment ?

These are the constraints I have to "abide by"

1-CAD files should not be able to taken out from the company
2-CAD files are usually big files (300MB / 500MB sometimes more)
3-Users should be able to access their files remotely (VPN/RDP) when travelling
4-Users that use their PC have nothing stored on their PC and CAN NOT save anything on their PC

A normal setup with Windows Server and having the files on the servers does not seem to be enough for me.
A user can open the file that is located on the server and then select save as and save it on his local drive.
Locking down his local drive can lead to problems such as not being able to open his email, write a doc, etc...

On the other side, having them remotely connecting to the Server , I am not sure that applications like AutoCAD, PTC Creo ..etc.. can be opened from a server... they require a high end VGA cards.

What to do ?
