RDS 2012 RS Remote Connections

Since TSAdmin is a no go with RDS 2012 how would I go about allowing a domain user access to remote to other sessions.  We have a RDS setup and its for a PLC system, the admin of that system needs to remote to users that are logged into that RDS.  I can see the users when I connect directly to the Server but when I login from and RDP session I don't have access to remote to users.  Where would this user need to be to allow the remote access he needs from and RDP session?  I don't want him logging in directly to the box, I have a DNS entry directing RDP name to the server.

Set the Allowed RDP users/groups in the User Rights Assignment Security policy. This contains Administrators and Remote Desktop Users by default
