Is iCloud photos app for mac a sync tool or download tool?

I'm downloading 66gb of photos and videos from my icloud to my Windows PC external USB drive as I plan to wipe my icloud drive.  If the download is interrupted, will I need to download the whole thing again or is it a sync tool such that it will continue where it left off when interrupted?

No opinions pls (JH), facts pls.

Without any download manager, you will have to re-download stuff from iCloud.
Are you syncing files via iCloud agent or downloading one big zip via the website? The latter will have to be restarted

Just using the iCloud application.
iCloud tool will sync up and can be interrupted. However for good measures I would grab the ZIP set manually from iCloud.com

Just check my iCloud Panel for Windows setup.

In the systray, i.e. the right side if the task bar, you will see the iCloud icon. When you click the iCloud icon, you will see a small window like the one above and you can click Download Photos to download photos and videos in your Cloud to your computer.

yes, but will it restart from the beginning again if it gets interrupted that is the q.
That took can figure out what needs to sync. I would not however rely on it for back purposes.

why not?
Because its good an syncing, for backups as mentioned before I would just grab a ZIP from iCloud.com using a file download manager.
