O365 Mobile Device Management and ActiveSync Policies...

Hey EE'ers,

I'm am thoroughly confused, but trying to use O365 MDM with Exchange Online Plan 1.  

My Environment
I have a hybrid environment between on-premise Exchange 2010 SP3 and EO.  I have both my on-prem and EO exchange ActiveSync access settings set to quarantine.  I've also setup O365 MDM by completing the setup and creating a Device Security Policy and setting my MDM device access settings to block unsupported devices.

My goal
I'm wanting to deter users from connecting directly to their mailboxes via ActiveSync (by setting ActiveSync to quarantine by default), and instead have them enroll in MDM.

My problem
Using my account, which I moved from on-premise to EO, I am able to connect directly to ActiveSync (I'm not being quarantined) via the native iOS mail app, and once connected I am never prompted to enroll in MDM.  

Is what I'm attempting to do even possible?  Am I licensed correctly (meaning do I have rights to use MDM with an EO Plan 1 license?  I've seen conflicting info)?  Any advice on how to make this work like I want?
